Measure your finished queen quilt first

Why both ¾ yard and ⅞ yard can be correct
Usable width of fabric is the cuttable distance between the trimmed selvages, not necessarily the full width printed on a bolt label. A fabric that yields 42 usable inches lets 10 strips cover the 406-inch requirement. Ten 2½-inch strips occupy 25 inches along the yardage, so ¾ yard supplies enough fabric.
A conservative 40-inch usable width changes the result because 10 strips provide only 400 inches. You therefore need an eleventh strip, bringing the cut requirement to 27½ inches. Since fabric is commonly planned in eighth-yard increments for this calculation, that becomes ⅞ yard.

Different allowances are valid planning choices. Use the same allowance consistently when comparing results, and increase it when your construction method needs more room.
What changes for a 90 × 95-inch queen quilt
A shorter 90 × 95-inch queen has a 370-inch perimeter: 2 × (90 + 95) = 370. Adding the same 10-inch allowance produces 380 inches of binding.
At 42 usable inches per strip, 380 ÷ 42 = 9.05, so you still round up to 10 strips. Ten strips cut at 2½ inches require 25 inches of fabric, which rounds up to ¾ yard. Even at 40 usable inches, 10 strips provide 400 inches and remain sufficient.

What 2½-inch double-fold binding means
